National Seminar “Towards Indonesia Canine” at Universitas Trisakti Discusses Optimization of Illegal Goods Detection Using K-9

Jakarta, March 21, 2025 – The Faculty of Law at Universitas Trisakti hosted a National Seminar titled “Towards Indonesia Canine: Interagency Collaboration for Optimizing Illegal Goods Detection at Airports with K-9 Tracking Dogs.” The event was held at the Auditorium of Building D, Universitas Trisakti, and was livestreamed on the university’s official YouTube channel.

The seminar featured renowned speakers from various fields, including:

  • Denny Benhard Parulian (Head of K-9 Unit Sub-Directorate, Directorate of Narcotics Interdiction, Directorate General of Customs and Excise, Ministry of Finance),
  • KBP Gatot Aris Purbaya, S.I.K (Head of Tracking and Interception Sub-Directorate, Directorate of Police K-9 Unit, Baharkam Polri),
  • Raja Pandawa Haryuda (Founder of Garis Creative), and
  • Dr. Azmi Syahputra, S.H., M.H. (Criminal Law Expert & Lecturer at the Faculty of Law, Universitas Trisakti).

The discussion was moderated by Dr.(Cand.) Giok Kinski Maharani Detri, S.H., LL.M., who is also Puteri Indonesia Intelligence 1 of 2023.

The seminar began with an opening speech from Prof. Dr. Dra. Hj. Siti Nurbaiti, S.H., M.Hum., Dean of the Faculty of Law, Universitas Trisakti, who emphasized the strategic role of K-9 units in law enforcement and preventing illegal smuggling at airports.
“K-9 is not just an auxiliary tool but a strategic partner in strengthening the national security system. Through this seminar, we hope to foster synergy between institutions to enhance the effectiveness of tracking dogs in Indonesia,” she stated.

Vice Rector III of Universitas Trisakti, Ir. Yoska Oktaviano, M., officially opened the event and expressed his appreciation for the initiative. “Universitas Trisakti remains committed to supporting applied academic research. The interagency collaboration we discuss today is expected to result in better policy recommendations for strengthening Indonesia’s security system,” he remarked.

The event also welcomed Ady Soegiharto, Director of Region V for Investment Implementation Control, Ministry of Investment and Downstreaming/BKPM. In his speech, he highlighted the government’s role in supporting smuggling prevention efforts through investment policies and security regulations.
“We are committed to creating an investment ecosystem that strengthens national security, including optimizing the use of technology and resources such as K-9 units in airport security systems,” he explained.

Meet & Greet with Floki & The Clan

One of the highlights of the seminar was a Meet & Greet session with Floki & The Clan, a group of tracking dogs that have played a crucial role in various security operations. Attendees had the opportunity to witness firsthand K-9 capabilities in detecting illegal goods and gain deeper insights into their role across different sectors.

With this seminar, Universitas Trisakti hopes to raise awareness about the importance of K-9 units in maintaining security and public order in Indonesia. As an academic center for applied legal studies, Universitas Trisakti remains committed to providing tangible benefits for society and the nation.
