Universitas Trisakti Faculty of Law Hosts Public Discussion on Criticism of the Draft Laws on the Attorney General’s Office, National Police, and Military

Jakarta, March 13, 2025 – The Faculty of Law at Universitas Trisakti, in collaboration with the Civil Society Coalition, held a public discussion titled “Expanding Authority vs. Strengthening Oversight” in the Prof. E. Suherman Auditorium, 2nd Floor, Building H, Faculty of Law, Universitas Trisakti. The event focused on various criticisms of the Draft Law on the Attorney General’s Office, the Draft Law on the National Police (RUU Polri), and the Draft Law on the Military (RUU TNI), which have drawn significant public attention.

The event was officially opened by the Dean of the Faculty of Law at Universitas Trisakti, Prof. Dr. Dra. Hj. Siti Nurbaiti, S.H., M.Hum., who emphasized in her opening remarks the importance of academic analysis and public participation in the legislative process, particularly on issues concerning the authority and oversight of law enforcement agencies.

The discussion featured a panel of academics, researchers, and human rights activists, including:

  • Bhatar Ibnu Reza, S.H., M.Si., LL.M., Ph.D. – Lecturer at the Faculty of Law, Universitas Trisakti
  • Awan Puryadi – Director of Advocacy and Policy at De Jure
  • Diandra Mengko – Ph.D. Candidate, Researcher at the National Research and Innovation Agency (BRIN)
  • Saurlin P. Siagian, S.Sos., M.A. – Commissioner for Research and Studies, National Commission on Human Rights (Komnas HAM)
  • Gina Sabrina – Secretary-General of the Indonesian Legal Aid and Human Rights Association (PBHI)

The discussion was moderated by Dr. Maria Silvya E. Wangga, S.H., M.H., who guided the conversation with critical perspectives on the three draft laws.

Throughout the discussion, the speakers highlighted various aspects that require revision within the proposed legislation. One of the key concerns was the potential impact of expanding law enforcement and military authority on democratic governance and human rights protection. The discussion also underscored the need for effective oversight mechanisms to prevent abuse of power within state institutions.

The event was attended by students, academics, and representatives from various civil society organizations. In addition to the in-person discussion, the event was also streamed online via Zoom and YouTube to reach a wider audience.

The public discussion concluded with a shared hope that input from various stakeholders would contribute to the legislative process. The Faculty of Law at Universitas Trisakti and the Civil Society Coalition remain committed to advocating for legal policies that serve the public interest and uphold democratic principles.
